The United Nations Human Rights Council has appointed Koldo Casla Salazar as the UN Special Rapporteur on the right to adequate housing.
Dr. Casla Salazar brings a rare combination of academic excellence, professional experience, and a strong commitment to the defense and promotion of housing rights both in Latin America and globally. We have collaborated with him through the ESCR Network, where he supported strategic litigation on housing rights via Amicus Curiae submissions, and through events organized by our Regional Office in Mexico, demonstrating his ability to work collaboratively with civil society and international organizations.
He holds a PhD in European and International Studies from King’s College London, a Master’s in International Studies from the University of Denver (Fulbright Scholar), a Master’s in Theory and Practice of Human Rights from the University of Essex, and a Law degree in International Law from the University of the Basque Country.
Professionally, Dr. Casla Salazar has served as Senior Lecturer in International Human Rights Law at the University of Essex, led research projects and legal clinics, and contributed to high-impact reports and strategic litigation initiatives in countries such as Argentina, Canada, India, Kenya, and Mexico. His work is recognized for combining technical rigor with gender, intercultural, and intersectional perspectives, and for addressing the social function of property, intergenerational justice, and best practices in housing regulation.
