Housing and Local Governance: Civil Society Propositions to Advance Care and Climate Justice

The Habitat International Coalition (HIC), Isandla Institute, and the International Institute for Environment and Development (IIED) are convening a two-part dialogue on housing, climate justice, and care.

The aim is to discuss and give visibility to civil society propositions and housing movement priorities with local and regional governments throughout ongoing research, advocacy, and political processes leading up to the United Cities and Local Governments (UCLG) World Congress 2026. This exchange includes the Urban 20 (U20) Mayoral Summit, GOLD VII, and the Local Social Covenant, among other initiatives.

Objectives

  • Advocate for more adequate and just housing policies and practices.

  • Move beyond sectoral approaches to housing.

  • Connect housing with broader political agendas, such as climate action and social protection.

Outcomes

The discussions will generate key takeaways and civil society propositions, which will be formally presented to the organised constituency of local and regional governments participating in multilateral discussions, including the U20 Mayoral Summit.

The ultimate goal is to influence political commitments ahead of the UCLG World Congress 2026, ensuring that housing, climate justice, and care remain central to local governance agendas.
